Irrinova Darek Scheme – Overview
Malta’s Irrinova Darek scheme is a five-year national programme aimed at accelerating energy-efficient upgrades within the residential building stock, while reducing the financial burden on low- to moderate-income households. Administered by the Building and Construction Authority (BCA), the scheme supports both national and EU climate targets by incentivising measures that lower energy consumption, improve indoor comfort, and reduce carbon emissions.
2026 Target Region – Southern Malta
The 2026 call applies to residential properties located in the following localities:
Birżebbuġa, Fgura, Għaxaq, Gudja, Ħamrun, Luqa, Marsascala, Marsaxlokk, Qormi, Raħal Ġdid, Santa Luċija, Santa Venera, Tarxien, Xgħajra, Żabbar and Żejtun.
Eligible Works
The scheme supports energy-saving measures including:
Replacement of apertures
Insulation of façades, roofs, exposed floors, and floors over unconditioned spaces
Installation of renewable energy systems
Draught control and airtightness improvements
Shading solutions
Installation of second-class water systems
Replacement or upgrading of heating, ventilation, and air-conditioning systems
Energy-efficient lighting and systems introducing natural daylight
Installation of solar, heat-pump, or high-efficiency water heaters
Ineligible Works
The scheme does not cover:
Works outside the approved scope
Commercial or non-residential properties
Properties with enforcement cases or pending permits
Decorative renovations not linked to energy efficiency (e.g. kitchens or bathrooms)
Properties that have benefitted from a renovation grant within the last five years
Buildings with fossil-fuel stand-alone boilers installed
Funding Criteria & Grant Overview
The grant scheme provides financial assistance towards eligible works, covering a significant percentage of approved costs, subject to beneficiary status and compliance with the scheme’s conditions.

Financial Limits
Maximum Capital Grant: Up to €15,000
Professional Fees Support: Up to €875, refundable in stages
Photovoltaic (PV) Systems: 50% co-funding
Solar or Heat Pump Water Heaters: Additional grant of up to €1,000
Monitoring & Reimbursement Process
The Building and Construction Authority (BCA) may conduct site inspections during or after works.
Interim payments may be requested, covering up to 50% of the approved grant.
Final payment is issued upon:
Full completion of works
EPC audit
Submission and verification of receipts
